Siddharth BhattacharyaI won't defend but just telling college authorities point of view:

If anything happens to the girl in the wee hours of late night, society including even parents may call for the heads of the institution blaming them to be careless in the girl's protection. The institute doesn't want that and so imposes the rules.

I admit it can be done in better ways and it can be imposed on boy's as well but that shall serve no purpose of the institute. The institute's role is not to oppress everyone equally- it's to safeguard it's own reputation. The chances of something bad happening to boys are much lesser than to girls and the institute chooses to take the gamble of allowing them till later hours. That said in many colleges, boy's hostel also have a curfew as early as 7 PM.
